HSE outsourcing means handing the duties of the occupational health and safety service to a specialist firm. Under the Regulation of the Minister of Economy and Labour of 27 July 2004 (Journal of Laws No. 180, item 1860), all employees are subject to OHS training regardless of position, length of service or form of employment. Following the 2007 amendment, part of that training may be delivered as e-learning.

Every employee, and every subcontractor, must know the OHS rules and the internal procedures in force at the company. Under the Regulation of the Minister of Economy and Labour of 27 July 2004 on training in occupational health and safety (Journal of Laws No. 180, item 1860), all employees are subject to OHS training regardless of position, length of service or form of employment.
Induction training covers a general briefing and a workstation briefing. Because of the number of employees and the rate of turnover, and because rules and working conditions change, the regulation was supplemented in 2007. Among other things, it clarified guided self-study based on materials supplied by the training organiser, in particular using the internet. Part of employee training may therefore be delivered as e-learning: staff can acquire or refresh knowledge at a convenient time, and the employer does not have to pay for individual sessions for single employees.
In addition, an occupational risk assessment must be carried out for every workstation, based on the results of testing and measurement of the physical, chemical, biological and other factors present in the working environment.
