Remediation: a practical approach to environmental clean-up
More and more attention is going to the remediation of contaminated land — the processes of removing or controlling contamination in soil, water and air.
Remediation runs in four stages: testing under the Regulation of 1 September 2016, a Remediation Action Plan, approval by the regional director of environmental protection, and works with supervision and control sampling. The plan must set out the site, the substances, target concentrations, the method, the dates and how completion will be confirmed.
Remediation is often described as a technical exercise — dig, wash, aerate. In reality it is an administrative procedure with an execution phase attached, and most problems arise not from the works themselves but from the stage that precedes them.
Step 1. Testing
Before remediation begins, detailed soil testing is carried out in accordance with the Regulation of the Minister of the Environment of 1 September 2016 on the assessment of land surface contamination (Journal of Laws 2016, item 1395). Sampling must be accredited — without that, the results carry no evidential weight.
This stage establishes not only what is in the ground but how deep the contamination reaches and which way it is moving. Both the method and the real cost follow from that.
Step 2. The Remediation Action Plan
The results feed into the remediation plan, agreed with the regional director of environmental protection. It must contain:
- the precise definition of the site — address, land register plot numbers and area,
- the names of harmful substances in soil, ground and surface water, and their planned concentrations after remediation,
- the method of carrying out the remediation,
- the start and completion dates,
- how completion will be confirmed and when documentation will be submitted, including contamination test results.
Step 3. Approvals
We handle the administrative and technical approvals on the client's behalf. This is the stage where schedules most often slip — usually because the investigation documentation turns out to be insufficient and the authority asks for more. A thorough first step saves the most time here.
Step 4. Works and supervision
During remediation we supervise progress continuously, taking soil and water samples as the work goes on to verify that the target is being reached. This is not a formality: if the method is not performing as assumed, it is better to know in week three than at handover.
The project closes with documentation confirming that remediation has been carried out, submitted within the deadline set in the plan.
Remediation and reclamation are not the same
Reclamation is much broader: restoring useful or natural value to degraded land by shaping the terrain and water conditions, rebuilding the soil layer and introducing vegetation. Remediation is narrower — removing or controlling the concentration of harmful substances — but it also covers groundwater and surface water, which reclamation does not. See soil remediation.
